Criminalizes: (1) trafficking in\r\npassports; (2) executing a scheme to defraud a person in connection with any\r\nfederal immigration matter; and (3) knowing use of any immigration document\r\nissued or designed for use by another.\r\n\r\nMakes an alien convicted of a passport or visa violation inadmissible and\r\nremovable.\r\n\r\nRevises and increases penalties for marriage fraud.\r\n\r\nContinues the institutional removal program (IRP) and authorizes its\r\nexpansion to all states.\r\n\r\nRevises voluntary departure provisions.\r\n\r\nProhibits the knowing sale of firearms to, or the possession of firearms by,\r\nan alien parolee.\r\n\r\nEstablishes a ten-year statute of limitations for specified\r\nimmigration-related offenses.\r\n\r\nStates that no provision of law shall be construed to provide immigration\r\nbenefits to an alien who poses a security threat, is under investigation for\r\nremoval, or for whom background checks have not been completed.\r\n\r\nProvides reimbursement to states and local government for costs associated\r\nwith: (1) processing undocumented criminal aliens through the criminal\r\njustice system; and (2) immigration enforcement training.\r\n\r\nAuthorizes grants for Indian tribes with lands adjacent to an international\r\nborder of the United States that have been adversely affected by illegal\r\nimmigration.\r\n\r\nRevises alien registration provisions.\r\n\r\nRequires, with exceptions, mandatory detention of an alien apprehended\r\nillegally seeking to enter the United States at a U.S. port of entry or land\r\nor maritime border as of October 1, 2006. Provides that during the interim\r\nperiod an alien must post a bond of at least $5,000 for release pending a\r\nremoval hearing.\r\n\r\nIncludes in the definition of aggravated felony a third drunk driving\r\nconviction.\r\n\r\nRequires expedited removal of an illegal alien apprehended within 100 miles\r\nof the border and within 14 days of entry.\r\n\r\nProhibits certain sex offenders from sponsoring an immigrant applicant.\r\n\r\nAffirms state law enforcement authority to assist (including transfer to\r\nfederal custody) the federal government in enforcing U.S. immigration laws\r\nduring the normal course of law enforcement duties. Permits release\r\nwith notice to appear only if the alien: (1) is not a security risk; and (2)\r\nprovides a specified bond. Denies admission to the nationals of a country\r\nthat refuses or delays acceptance of its nationals ordered removed from the\r\nUnited States.\r\n\r\nRequires that the Secretary place an alien (other than from Mexico or\r\nCanada) who has not been admitted or paroled into expedited removal if\r\napprehended within 100 miles of the border and within 14 days of\r\nunauthorized entry.\r\n\r\nDirects the Secretary to take specified actions to ensure coordination of\r\nDHS border security efforts.\r\n\r\nAmends the Homeland Security Act of 2002 to establish in DHS an Office of\r\nAir and Marine Operations whose primary mission shall be to prevent the\r\nentry of terrorists, other unlawful aliens, instruments of terrorism,\r\nnarcotics, and other contraband into the United States.\r\n\r\nDirects the Secretary to transfer to United States Immigration and Customs\r\nEnforcement all functions of the Customs Patrol Officers unit operating on\r\nthe Tohono O'odham Indian reservation (the \"Shadow Wolves\" unit). Authorizes\r\nthe Secretary to establish within United States Immigration and Customs\r\nEnforcement additional Customs Patrol units to operate on Indian lands.\r\n\r\nBars an alien: (1) deportable on terrorist grounds from receiving\r\nwithholding of removal; (2) convicted of an aggravated felony, unlawful\r\nprocurement of citizenship, or domestic violence, stalking, or child abuse\r\nfrom admissibility; (3) convicted of an aggravated felony from refugee or\r\nasylee status adjustment; (4) removable on terrorist grounds from becoming\r\nnaturalized; and (5) from being naturalized while in removal proceedings.\r\n\r\nRevises and enhances detention provisions for certain dangerous aliens\r\nsubject to removal, including establishment of a detention review process\r\nfor cooperating aliens.\r\n\r\nIncreases penalties and sets mandatory minimum sentences for aliens who fail\r\nto comply with removal provisions.\r\n\r\nMakes an alien deportable for: (1) three or more drunk driving convictions;\r\nand (2) social security number and identification fraud.\r\n\r\nAuthorizes (and reimburses) local sheriffs or sheriff coalitions in\r\nspecified counties along the southern border to enforce the immigration laws\r\nand to transfer illegal aliens to federal custody. Establishes in the\r\nTreasury the Designated County Law Enforcement Account.\r\n\r\nMakes an alien inadmissible for U.S. entry if: (1) such alien has been\r\ndeported for criminal street gang participation; or (2) the consular officer\r\nor the Secretary knows or has reasonable grounds to believe that such alien\r\nis a member of a criminal street gang seeking U.S. entry in furtherance of\r\ngang-related crimes or activities, or is a member of a designated criminal\r\nstreet gang. Authorizes the Attorney General to designate a group or association as\r\na criminal street gang. Requires mandatory detention of alien gang members\r\nsubject to removal. Makes such aliens ineligible for asylum and protection\r\nfrom removal to certain countries.\r\n\r\nAuthorizes expedited removal for aliens inadmissible for security or\r\ncriminal grounds.\r\n\r\nMakes sexual abuse of a minor an aggravated felony for immigration purposes.\r\n\r\nDirects the Secretary to establish, and sets forth the provisions for, an\r\nemployment eligibility verification system. Expands the employment\r\neligibility verification system to include: (1) previously hired\r\nindividuals; and (2) recruitment and referral.
